ἀρκτέον ,
I. (ἄρχομαι) one must begin, “τι πρᾶγμα” S.Aj.853; πάλιν ἀ. ἀπ᾽ ἀρχῆς one must make a fresh start, Pl.Ti.48b; ἀπὸ τοῦ πρώτου, τῶν πρώτων, τῶν γνωρίμων ἀ., Arist.Metaph.1013a3, GA737b25, EN 1095b2, cf. Str.15.1.1.
II. (ἄρχω) one must govern, “τινί τινος” Isoc. 14.10: abs., S.OT628, al. (you must be ruled, i.e. obey).
